Authenticity & Legitimacy of the institutions where the students obtain the overseas qualifications are main concerns for assessing overseas qualifications for RPL before determining which unit should be granted the RPL.
I provide the following advice on assessing the overseas qualifications so that any teacher in the electrical engineering section can handle the assessing overseas qualifications for RPL .
ENGINEER SECTION
ASSESSING OVERSEAS QUALIFICATIONS FOR RPL
Regarding the assessment of overseas qualifications, the following Australian comparability are to be referred
(1) Engineers Australia Assessment as Professional Engineer or Engineering Technologists or Engineering Associates
(2) The qualifications obtained in the countries where Washington Accord for Professional Engineer OR Sydney Accord for Engineering Technologists OR Dublin Accord for Engineering Associates
(3) Assessment by National Office of Overseas Skills Recognition
(4) For trade qualifications, assessment by Trade Recognition Australia or VETASSESS or NSW Vocational Tribunal
(5) RPL Tests

Assessment by National Office of Overseas Skills Recognition
(NOOSR)
· NOOSR Assessment Letter
· Country Education Profiles (CEP) that should be purchased online by the candidate & present the page of the CEP of the country from where he or she obtained the qualifications together with transcript. The fees to purchase CEP for a particular country is payable. It is the responsibility of the student to purchase it online.
RPL for the 20281/20282 & 20278 units relevant to the transcripts can be given

RPL for the units relevant to the transcripts can be given
But the units requiring specific Australian standards can not be given RPL. Some of them are expressed in the list.
Some of the units require Australian standard & they can not be given RPL solely based on overseas qualifications.

Unless the engineering drawing subjects completed overseas shows that AS 1100 .101 has been applied, the RPL for that unit can not be granted.

RPL Test
If the qualification awarded can cause the confusion on Authenticity & Legitimacy for example, the country & the institution does not include in the record, RPL test should be arranged.
Most of them are already in Country Education Profiles published by NOOSR in 1992 but many of the new institutions around the world are not included. In this case.
The other teachers in Electrical Engineering Section should also provide the list of the accredited institutions in his or her country of background to assist the RPL process.

Regarding to assess whether the student knows the contents of the subject, you can give the following self assessed online test questions to the students.

To advise
When the student finishes the test, the result will automatically come out. Ask the student to print out the result & then the assessor can further decide on the matter

For RPL tests of the other teachers needed to be supervised by the assessor & the student should be notified in advance.
After RPL test, the student’s answer will be collected by the assessor and marked.
